In 2011, the municipality of Markt Bibart initiated the development plan procedure to enable an expansion of the resident company Rauch Spanplattenwerk GmbH and thus to secure the long-term location of an important employer in the municipality. The development plan came into force in 2013.
Together with the urban planning office Projekt 4, ANUVA managed the necessary steps for the realization of the expansion project. This included the coordination and preparation of the development plan and land use plan amendment procedure (including compilation or preparation of the required documents such as justification, environmental report, preliminary assessment of the FFH compatibility) as well as a procedure for the removal of a partial area required for the expansion from the landscape protection area "Protected zone in the Steigerwald". In order to secure the necessary species protection, nature conservation and forestry compensation and replacement measures in the long term, contact was established with the Central Franconia Landscape Conservation Association, accompanied by the necessary coordination and nature conservation experts.
The expansion of the existing site involved nature conservation-sensitive areas that were part of a landscape conservation area and in the spatial vicinity of the Natura 2000 sites 6327-471 "Nördlicher Steigerwald" and 6327-371 "Vorderer Steigerwald mit Schwanberg". In addition, a small area of dry calcareous grassland biotope was affected with occurrences of the species-protection-relevant sand lizard and the fringed gentian. In coordination with the municipality of Markt Bibart and the specialist departments of the district office, a procedure was initiated for the removal and reintegration of a replacement area into the landscape conservation area. In order to solve the conflicts regarding species protection and nature conservation, a sod transplantation was initiated to preserve the affected gentian population and a replacement habitat was developed for the affected sand lizard population. The concept of nature conservation measures was intensively coordinated with the responsible nature conservation authority, the Office of Food, Agriculture and Forestry, and the Nature Conservation Advisory Council of the Neustadt/Aisch district. In this way, it was possible to develop a measure to promote the lung gentian, which is threatened with extinction in the region. The implementation and long-term assurance of the functionality of the nature conservation measures was assigned to the Landscape Management Association of Central Franconia.
